The Commission on Human Rights (CHR) this afternoon announced its initial report on the alleged riot that occurred at the Pasay City Youth Center right at the back of the Pasay City Hall.

CHR TO DISPATCH THE QUICK REACTION TEAM TO GUMANOY SIBLINGS ANEW

          Commission on Human Rights Chairperson Leila De Lima today (July 15, 2008) immediately issued a Memorandum to CHR-NCR to dispatch anew the CHR Quick Reaction Team (QRT) to Fort Bonifacio General Hospital to check the situation of Ms. Rose Ann Gumanoy and her younger sister Fatima Gumanoy, who are currently confined at the Fort Bonficio General Hospital in Taguig City . The CHR head would like the CHR Composite Team to personally talk and interview the two subjects and be able to assess their condition.

CHR WILL MONITOR GOVERNMENT ON UPR RECOMMENDATIONS, CALLS FOR FULL MEMBERSHIP AND FISCAL INDEPENDENCE

         The Commission on Human Rights sees it has a special role “to ensure that the Philippine government will fulfill its human rights obligations in accordance with the recommendations arising from the outcome of” the Universal Periodic Review (UPR). But for it to fulfill this role, the CHR needs to have financial independence and a full complement of Commissioners.
