SUMMARY OUTLINE FOR ACTION PROGRAMME ON CHILD LABOURUnder Project (TC number)
Working Title :Advocacy on Rights-Based Approach to Development (RBAD) and Child Labor Concerns in Governance, and Establishment and/or Strengthening of Barangay Human Action Centers (BHRACs) in Selected ILO- IPEC Target Areas in Davao Region
Location : The project will prioritize the areas of: Barangay Diwata, Mongcayo Compostela Valley Province; Barangays Clib, La Union, Lanuro, Lapulabao, Mahayahay, Maliit Digos, New Quezon, Sacub, Tologan all of the Municipality of Hagonoy; and Barangays Bagong Negros, Balasaio, Cogon-Bacaca, Dapok, Ihan, Lati-an, Manual, Maraga-a, Molopolo, Panaglib, Pasig, San Isisdro and Santo Niño all of the Municipality of Kiblawan, Davao del Sur.
As regards Davao City , almost all of the Barangays had already established their Barangay Human Rights Action Centers (BHRACs). Likewise, orientation activities on the Rights-Based Approach to Development are being undertaken. Nonetheless, the Commission on Human Rights-XI will include Davao City in sustaining its advocacy against the Worse Forms of Child Labor (WFCL).

Ending Date : December 20051. BACKGROUND AND JUSTIFICATION
1.1 Analysis of the Problem
The survey commissioned by ILO-IPEC and conducted by partner NGOs reflects that the Davao Region has one of the highest incidences of Child Labor cases in Southeastern Mindanao . Data shows that cases on the WFCL are prevalent in:
1. Children in Mining - in the Barangay Mt. Diwata (Diwalwal) Moncayo, Compostela Valley Province ;
2. Children in Sugar Plantations of the Munipalities of Hagonoy and Kiblawan all in the Province of Davao del Sur;
3. Children Sexually Exploited Commercially in Davao City .
In the current state of things, there is an urgent need for all stakeholders to unite and contribute their share in the ultimate goal of reducing the number of children in WFCL by 15% in 2015. In harmony with the PTBP, t he Commission on Human Rights, being an independent national human rights institution is strengthening its partnership with other government agencies, NGOs and other civil society groups in the battle against the reduction of incidence of children in WFCL .
The Commission with its partners is pushing for the mainstreaming of the Rights-Based Approach to Development( RBAD ) and child labor concerns in local governance, and the establishment and /or strengthening of the Barangay Human Rights Action Centers ( BHRAC s) in the Local Government Units of the target areas.
The Rights Based Approach to Development ( RBAD ) is a conceptual framework, which puts the person in the center of development. The same is based on international human rights standards, as embodied in various International Human Rights Instruments ratified by the Philippines . It is operationally directed towards the realization of the state obligations Philippines , which are: the obligation to respect, to protect and to fulfill the rights of every Filipino, especially children who are in and at risk of WFCL .
That United Nations Declaration on the Right to Development ( UNDRD ) recognizes that development is a comprehensive economic, social, cultural and political process which is aimed at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development, and in the fair distribution of benefits resulting therefrom. As contained in Article 1,
" The Right to Development is an inalienable human rights by virtue of which every human person and all peoples are entitled to participate in, contribute to and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully realized".
The 1987 Constitution of the Philippines among others provides that is the policy of the government to value the dignity of every human person and guarantees full respect to human rights. The need for the respect, protect and fulfill such fundamental constitutional guarantees all the more applies to the protection of the rights of those who belong to the most vulnerable sectors of our society, one of them are those children who are in WFCL .
As a concrete step in the protection and promotion of human rights, a human rights protection mechanism will be institutionalized in each barangay, called the Barangay Human Rights Action Center (BHRAC) . The same will be manned by a volunteer called Barangay Human Rights Action Officer (BHRAO) . The BHRAC/ BHRAO will serve as the extension of the services of the Commission, considering the Commission on Human Rights Office is situated in Davao City .
With the active cooperation of the Commission's partners, and with the assistance of the ILO-IPEC, this proposal will be of great moment to our children in and at risk in WFCL in the target areas, and would serve as a precautionary shield for the possible recurrence thereof.
1.2 Programme Strategy
Along with its partners, the Commission on Human Rights hopes to achieve the following:
a. Mainstreaming Rights-Based Approach to Development
a.1) Accustom the Local Government Functionaries in the target area on the concepts, principles of Human Rights and the Rights- Based Approach to Development and Child Labor Concerns.
To this end, CHR and its partners seek to capacitate LGU functionaries in integrating Human rights and RBAD in the key areas of governance as one of the facilitating tools against minimizing the incidence of child labor.
a.2) Apply the knowledge and skills they key local government planners gained from the seminar to various aspects of their work;
b. Institutional Strengthening
b.1) Establish Barangay Human Rights Action Center (BHRAC) in the identified barangays of the Municipalities of Hagonoy and Kiblawan, all of Davao del Sur.
b.2) Designate a Barangay Human Rights Action Officer (BHRAO) in the abovementioned barangay.
To his end, CHR seeks to institutionalize and sustain this mechanism for human rights promotion and protection.
1.3 Sustainability
The Commission Human Rights-XI, along with its partners, will strongly advocate for the establishment of the Barangay Human Rights Action Centers ( BHRACs) and the mainstreaming of the Rights-Based Approach to Development (RBAD) in the abovementioned barangays.
The institutionalization of the Barangay Human Rights Action Centers ( BHRACs ) in the barangays will guarantee the people's access to the services and programs of the Commission on Human Rights. The Barangay Human Rights Action Officers ( BHRAOs ) together with the other barangay officials will capacitated on RBAD to ensure the mainstreaming thereof in local governance.
2. TARGET GROUPS
2.1 Intended Beneficiaries
The intended beneficiaries of this project are the vulnerable sectors in the target. The establishment of the BHRACs and the mainstreaming of RBAD will result to the improvement of governance in the target areas, which will ultimately redound to the best interest of the children, especially
2.2 Direct Recipients
The directs recipients of this project are the Local Government functionaries; among others, the Municipal Mayors, the Municipal Sangguniang Bayan Members (Chairpersons of the Committee on Peace and Order and Human Rights), Municipal Planning Officers, the Municipal Local Government Operations Officers, Municipal Social Welfare Development Officers, Municipal Health Officers, The Chiefs of Police of Municipalities, Punong Barangays, Barangay Council Members Chairpersons of the Committee on Peace and Order and Human Rights) and the BHRAOs of the above-identified local government units.
3. INSTITUTIONAL FRAMEWORK

4. OBJECTIVES4.1 Development Objective
The development objective of this project is to contribute to the elimination of the Worst Forms of Child Labor in the target areas of Davao region.
4.2 Immediate Objective
a. At the end of the project there is an enhance knowledge on Human Rights, Rights Based Approach to Development, and Human Rights Violations, particularly Child Labor
b. At the end of the project, participants have applied their knowledge on RBA to development in the local development plans, work places communities.
c. At the end of the project, local government units had established the Barangay Human Rights Action Centers (BHRACs) and appointed Barangay Human Rights Action Officers (BHRAOs).
5. ACTIVITIES
5.1 Activity No. 1
5.1.1 Objective - Coordination with collaborating institutions and target local government units on the project.
5.1.2 Output - At the end of the coordination activity, the partner agencies and target local government units have positively responded on the project.
5.1.3 Activities -
(1) Preparatory meetings with partner entities;
(2) Preparatory meetings with identified local government units;
(3) Setting of the schedule of activity.5.2 Activity No. 2
5.2.1 Objective - Advocacy on RBAD, Child Labor Concerns and BHRAC to the identified LCEs and Local Government Offices.
5.2.2 Output - Participants have grasped the basic concepts of Human Rights, Rights-Based Approach to Development, Child Labor and Worse Forms of Child Labor and appreciated the established of BHRACs in the identified barangays.
5.2.3 Activities -
(1) Conduct of orientation/seminar on the BHRAC and RBAD
(2) Commitment signing by the LCEs supporting the RBAD mainstreaming and the establishment of the BHRAC.5.3 Activity No. 3
5.3.1 Objective - Establishment/Strengthening of Barangay Human Rights Action Centers (BHRACs) and designation/capacitating of Barangay Human Rights Action Officers (BHRAOs) in the abovementioned barangays.
5.3.2 Output - BHRAC operationalized/strengthened and BHRAO appointed in each LGU
5.3.3 Activities -
(1) Conduct of Barangay Council session;
(2) Holding of Barangay Assembly; passage of resolution adopting BHRAC and designation of BHRAO;
(3) Training of the appointed BHRAOs.5.4 Activity No. 4
5.4.1 Objective - Mainstreaming of the Rights-Based Approach to Development in Local Governance
5.4.2 Output - Key functionaries of identified Local Government Units including the barangay chairpersons and the BHRAOs are equipped with the basic concept of the Rights-Based Approach to Development.
5.4.3 Activities - Conduct of the Rights-Based Approach to Development orientation/seminars.
6. INDICATORS
6.1 Collaborating institutions and target local government units acceded to the mainstreaming of the Rights-Based Approach to Development and establishment/strengthening of the BHRAC project of the Commission on Human Rights XI
6.2 55 participants comprising the selected local government functionaries of Hagonoy, Kiblawan and Mt. Diwata had successfully completed the 2-day RBAD and BHRAC advocacy.6.3 BHRAC operationalized/strengthened and the 23 BHRAO ( Mt. Diwata , 9 barangays from Hagonoy, Davao del Sur and 13 barangays from Kiblawan, Davao del Sur ) held office delivering to the grassroots the programs and services of the Commission.
6.4 80 participants from the local government functionaries of Hagonoy and Kiblawan had successfully participated in the 2-day orientation/seminar Workshop on Rights-Based Approach to Development in Local Governance and incorporated the concept of RBAD to their respective local development plans, policies and legislations.
7. PLANNING, MONITORING AND EVALUATION ARRANGEMENTS
The monitoring and evaluation of this project shall be periodically done on a quarterly basis. Based on the monitoring instruments, a semestral report thereon shall be made, reflecting among others, the status, findings, and remarks relative to progress or failure of a specific project.

The Commission on Human Rights will share the amount of Php 0,000.00 for preparatory and other miscellaneous expenses. In Activities 2 (8.1.2) and 4 (8.1.4) , the Partner Agencies and Local Government Units will shoulder the travelling expenses of their Representatives.
9. EXTERNAL FACTORS/ASSUMPTIONS
The success this project will rely on various factors. Among others, the availability of assistance from ILO-IPEC and the collaborative participation of the partner National Line Agencies(NLAs) would be of great moment in the smooth implementation thereof. Likewise, the receptivity of the Local Government Units (LGUs) in realizing the fundamental principles of Human Rights, the Rights-Based Approach to Development (RBAD) in governance would greatly help in confronting and overcoming the problem of Children in Worse Forms of Child Labor.
