NGO, CIVIL SOCIETY & MEDIA COOPERATION OFFICE
The NGO, Civil Society and Media Cooperation Office is the focal point of integratio of efforts by the CHRP in the area of NGO, civil society and media cooperation. It is also the entity for oversight management as well as national level coordination and implementation of cooperation programs, projects and activities.
GENERAL FUNCTIONS
• Formulate the NGO, civil society and media policy and framework, and develop, monitor and conduct annual and medium-term evaluation of the performance of NGO, civil society and media cooperation plans, programs, projects and activities;
• Synchronize, integrate and program in consultation with the CHRP offices concerned, the development and implementation of their various cooperation initiatives, and develop as well as implement mechanisms for sustainability, continuity and continuing improvement of cooperation with NGOs, civil society and media;
• Formulate and implement, in coordination with other CHRP offices a CHRP human rights public information program and the implementing strategies for harnessing the cooperation and use of media as agents of information dissemination and advocacy;
• Formulate and implement in coordination with other CHRP offices a corporate communication plan for the CHRP;
• Conduct research and comparative studies on local as well as international experience and best practices in NGO, civil society and media cooperation and develop replication/adaptation methodologies for improving cooperation efforts;
Prepare annual and medium-term reports on the assessment of NGO, civil society and media cooperation programs of the CHRP and its offices, including an analysis of their implications for policy, program and implementation management improvements; and
FUNCTIONS OF DIVISION AND UNITS
Office of the Director
• Advice and assist the Commission En Banc, the Chairperson and the CIC on matters pertaining to the Office's assigned functions;
• Exercise technical and administrative supervision and control of and provide direction to the conduct of functions, programs, projects and activities of the Office;
• Be responsible for the management of the implementation of policies, orders, rules and regulations promulgated and adopted by the Commission En Banc, as well as the instructions and decisions of the Chairperson of the Commissioner-in-Charge (CIC);
• Provide consultative and advisory services to the Regional Offices on matters pertaining to the functions of the Office;
• Prepare and submit to the Chairperson, through the Executive Director and the CIC, periodic reports on the operations of the Office.
Linkages Division( Under the direction and supervision of the Director )
• Develop policies, frameworks, approaches and methodologies for the development of partnerships with NGO and civil society organizations and for the monitoring, evaluation and reporting of CHRP performance thereon;
• Design programs and projects and undertake demonstration activities for local and national level NGO and civil society cooperation in human rights promotion and protection;
• Formulate CHRP operating policies, systems and procedures for planning, coordinating, integrating and programming the partnership activities of its various central and regional offices;
• Undertake a continuing review of NGO and civil society partnerships and their performance, prepare annual and medium-term reports thereon, and develop, design and install mechanisms for continuing improvements in policies, strategies, programs and operating mechanisms in NGO and civil society cooperations;
• Develop and apply approaches and methodologies in the conduct of research and comparative studies on local as well as international experience and best practices in NGO and civil society cooperation and develop replication/adaptation methodologies for improving cooperation efforts;
• Directly undertake collaboration efforts with national and international NGOs for human rights promotion as may be directed or approved by the Chairperson or the Commission En Banc;
• Develop procedures and provide technical and capacity building assistance to CHRP regional offices in improving and expanding partnerships with NGO and civil society organizations at the local level.
Media Relations Division( Under the direction and supervision of the Director )
• Develop policies, frameworks, approaches and methodologies for the development of partnerships with media and for the monitoring, evaluation and reporting of CHRP performance thereon;
• Conduct research, develop and apply approaches as well as methodologies, and coordinate the preparation and implementation of a CHRP human rights public information program;
• Design conceptual frameworks and methodologies and prepare as well as implement in coordination with other CHRP offices a corporate communication plan for the CHRP;
• Design programs and projects and undertake demonstration activities for local and national level media cooperation in human rights promotion and protection;
• Formulate CHRP operating policies, systems and procedures for planning, coordinating, integrating and programming the media partnership activities of its various central and regional offices;
• Directly undertake collaboration efforts with national and international media organizations for human rights promotionas may be directed or approved by the Chairperson ot he Commission En Banc;
• Develop and apply methodologies for a continuing review of media cooperation programs and partnerships and their performance, prepare annual and medium-term reports thereon, and develop, design and install institutional, and procedural mechanisms for continuing improvements in policies, strategies, programs and operations in media cooperation;
• Formulate procedures and provide technical and capacity building assistance to CHRP regional offices in improving and expanding partnerships with media at the local level;
• Develop and apply approaches and methodologies in the conduct of research and comparative studies on local, national as well as international experience and best practices in media cooperation and develop replication/adaption methodologies for improving cooperation efforts; and
• Handles CHRP Radio Program "Karapatang Pantao sa Himpapawid" aired nationwide.

• Media Blitz
• Annual Radio Program Report
• CHR Journal, etc.
