Human Rights Promotion

CHRP WEBSITE

Concept

This program is the launching pad for various client-oriented projects that are meant to bring important information and the services of the Commission right in the comfort of the public’s homes and offices in a way and to such a scale that is beyond the reach of traditional modes of delivery.

Objectives

Generate wider interest and promote greater participation from the public in digesting, analyzing, and discussing contemporary human rights issues.

Provide a massive but convenient platform for extending current and vital information and specialized education services to the public supported by database and library resources.

Provide a channel for easier and faster access to legal and investigative services of the Commission.

Create a portal for enhancing cooperation and coordination among government, non-government, inter-governmental, and foreign organizations involved in human rights promotion and protection, including the public and other stakeholders.

Description

The program consists of five (5) components: CHRP website, bulletin board system, eLearning, eLibrary, and a web portal.

CHRP Website. The basic component of the program, it serves as a platform for accessing the other components. It offers visitors a window to the array of services and programs provided by the Commission, updates on its activities, advisories, and research journals, among others. It could also be used to present opinion polls and surveys.

Bulletin Board System. This is a messaging system or a forum for discussion. It can be used as an online help facility to secure urgent legal advice from the Commission and/or other interested parties, or used as a venue for discussing human rights issues.

eLearning. The Commission’s existing training and education delivery system is limited by logistical and financial resources. It cannot expect to cover substantial training needs even through joint programs with partner organizations. The only way to deliver training and education on a massive scale is via internet, where a greater number of sectors can be served with ease and facility. Training could be done using computer-based or web-based learning applications.

eLibrary. The Commission has an expanding library service. Over the years, CHRP journals, research papers, training manuals, advisories, position papers, and other documents have been added to its physical library. This facility will have an online version which could also serve as entry point for other resources available in the web.

Web Portal. This provides a medium for interaction among the various human rights stakeholders and a referral system within the human rights community. In essence, this project raises coordinative activities currently being performed and those required by public interest to the level of information and communication technology.

Implementation

The CHRP website program will be included

The CHRP website program is a component of the Information Systems Strategic Plan that will be submitted in line with the government's effort to promote information technology in the country. With a sense of urgency, the CHRP however has taken the initiative to launch this program ahead of government funding support with a view to improving and sustaining it with stable funding later. 

Major Accomplishments and Plans 

The fact that this website is now in public speaks of what has been done so far. It is obvious however that more remains to be done in terms of accomplishing what is laid out above. We are optimistic though that within six to eight months from now, we can have our bulletin board system, opinion polls, surveys, and our first human rights training module on line. Within the same period, we may be able to come up with a limited online library with CHRP-published reference materials.
