The Baseline Survey of Basic Services for Children in Conflict with the Law was conducted by the Commission on Human Rights in order to determine the human rights situation of children in detention, and to monitor Philippine Government's compliance to international human rights treaty obligations affecting children in conflict with the law.
The Commission visited twenty four (24) detention facilities/jails, of which there are more than five hundred (500) children, both boys and girls, detained therein.
The report will show the age of the children, the occupation or means of livelihood of parents, the number of members of family, the educational attainment, the health situation, and also the cases of the children and the length of detention. The report will likewise show the availability or non-availability of medical services and education programs for children, and the physical condition of the detention facilities.
