FOR CHR BULLETIN SPECIAL EDITION Nationwide Election for Barangay Human Rights Action Officer (BHRAO) Held ALL SYTEMS GO . The Commission on Human Rights (CHR), and the Department of the Interior and Local Government (DILG) conducted the nationwide election for a Barangay Human Rights Action Officer (BHRAO) held during the Barangay Assembly Day last October 21, 2006. The scheduled election, the CHR said, preceded simultaneously in all barangays all over the country as a genuine gesture of empowerment in the promotion and protection of human rights of every person starting in the grassroots level. “We begin with the value of dignity and ends with the value of self-esteem,” CHR Commissioner Dominador N. Calamba said when asked how he described the exercise as he lauded DILG Secretary Ronaldo Puno who initiated the call to local government units to revitalize their barangay human rights action centers (BHRAC). “If we really believe that we must preserve the value of human dignity within ourselves, then we should by all means participate in this kind of activity Commissioner Calamba explains. The CHR official added that he supports the DILG chief’s pronouncement when Secretary Puno mentioned that awareness to uphold and defend one’s constitutional right is the key to empowerment. On the said occasion, Punong Barangay convened all members/residents and received nomination from those present and selected the Barangay Human Rights Action Officer (BHRAO). . The voting was done through viva voce (raising one’s hand) and was supervised by the Punong Barangay as well as the members of the Sangguniang Barangay. The CHR, in collaboration with the DILG field personnel will conduct orientation training for BHRAOs. Qualifications for BHRAOs were as follows: Not less than 21 years old; Must be a person of probity and integrity; must not be an elective/appointive official of the government; At least high school graduate; Must not engage in any partisan politics once elected; Committed to the cause of human rights and Willing to undergo BHRAO training. The BHRAOs will be an effective partners of the CHR in its commitment to serve the public starting from the basic sector of the society.
