This national consultation is part of the project launched by the Asia-Pacific Regional Representative of the UN Office of the High Commissioner for Human Rights (OHCHR) in partnership with UNAIDS.   Its primary purpose is to develop a common understanding of the patterns of HIV/AIDS related Human Rights issues focusing on communities directly affected by the epidemic and integrate recommendations for the government to initiate practical ways in addressing the issue.

Dr. Basas , a noted expert in HIV related issues, discussed the international instruments specifically the Convention Against Torture in relation to the maltreatment or degrading treatment of persons living with HIV/AIDS.
