Reproductive Health bill bolstered

           Focusing on maternal mortality, family planning and abortion, a Forum on the State of Filipino Women 's Reproductive Rights Ten (10) years after the Cairo Conference was held on March 31, 2004 at Dulcinea Restaurant, Tomas Morato , Quezon City . It was organized by the NGO -- LIKHAAN. CHRP Medico-legal Officer Dr. Eleanor Carlos was invited as the reactor and representative of the Commission.  

          With participants from Department of Health (DOH), Population Commission (POPCOM), National Council on the Role of Filipino Women (NCRFW), Women's organizations, Health Professional Groups, Academe and media, Dr. Carlos asserted that, "reproductive health is a basic Human Rights and that it is the obligation of government to protect and facilitate the enjoyment of this Right", and that, she further emphasized that CHRP strongly supports the passage of the said House Bill entitled, 'An Act Providing for Reproductive Health Structures'.

          She noted that not only is the government proving remiss in promoting the reproductive health and rights of women but also it has itself placed barriers to the full attainment of this entitlement.

No to " basagan " in jail CHRP to BJMP

          The Commission on Human Right of the Philippines (CHRP) urged Bureau of Jail Management and Penology (BJMP) authorities to stop " basagan " in jail, for this is a form of torture and a clear human rights violation.   CHRP recommends the isolation of the erring inmate from other gang members as an alternative disciplinary action, instead of the said illegal practice.

          This is what has been stressed when CHRP Representatives Atty. Eric D. Mesoga and Dr. John Arnel Amata attended the Roundtable Discussion on FREEDOM and DEATH inside the jail held on March 29, 2004 at the Justices Lounge, Supreme Court of the Philippines . The discussion was chaired by the Court Administrator Justice Presbiterio Velasco Jr. and was attended by Roxanne Wong (UNDP), Judge Jaime Salazar (QCRTC), DOJ, PRESO Foundation, BJMP, PAO, Board of Pardons and Parole and PNP.

          Former inmate, Raymond Narag , presented his studies/research on the sub-human condition of the Quezon City Jail.   Mr. Narag likened the situation of the Quezon City Jail to a boiling pot that is about to over flow.   He also narrated the continuing human rights violations (HRV) inside the jail, especially the barbaric punishment imposed on erring inmates.   The jail authorities are, allegedly tolerating the "BASAGAN" practice, which is the smashing of the head of inmates by fellow inmates.

          Mr. Narag requested to present his study to the CHRP officials that will be put for the record to strengthen the investigation of the Commission on the alleged human rights violations inside the Quezon City jail.

          UNDP funded the research of Mr. Narag in order to find ways on how the government could uplift the condition of inmates and to upgrade prison facilities.
