CHR Regional Office III
December 4-10, 2012

      The celebration of the human rights week, December 4-10, 2012 was an activity-laden week for the Regional Office. The human rights consciousness theme: My voice counts in ending impunity; I work for human rights-based governance was an opportunity to express resolve to gather courage and be advocates in the promotion, respect and protection of human rights of every individual. Thus, this regional office undertook the following activities:

A. Hanging of Streamers:

      Partner agencies were requested to hang HR streamers in their offices in commemoration of the HR week celebration.


B. Launching of Text and Call Hotline

      In better serving the clientele of the Regional Office and to quickly respond to their needs, a text and call hotline, 0929-337-3330 was launched on December 3, 2012. Any person can call and send messages thru this hotline and report any human rights violations, complaint or request services this Regional Office offers.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                          


C. A morning Mass at the Metropolitan Cathedral Church, City of San Fernando was held on December 4, 2012 and attended by CHR Region 3 employees in commemoration of the human rights consciousness week celebration.


D. Seminar on Anti-torture Law and Bill of Rights

     To give emphasis on the importance of respect, promote and protect of every human rights of individual, and the moral responsibility of every duty-bearers, the Legal and Promotion, Linkages and Development Division conducted the Anti-Torture Lawand Bill of Rights Seminar on December 4, 2012 to 26 members of the Provincial Police Office of Pampanga.

E. Radio Appearance

     Our cooperation with the media is a necessity in advocating the respect, promotion and protection of human rights. A radio appearance, RW 95.1, on December 5, 2012 was an opportunity to give the general public updates on human rights situation in Region 3 and how impunity is being committed by individuals whether state agents or ordinary citizens.


F. Film-viewing

     A film viewing on trafficking in persons was held in the Regional Office 3 on December 7, 2012. The film was about a Nepalese woman who migrated to South Korea to work. It was produced by the National Human Rights Institution of Korea.


G. Tissue-Mosaic contest at Angeles District Jail/Donation of Reading Materials

     In the conduct of its periodic jail visitation, this Regional Office observed that there are ‘hidden talents’ amongst the detainees. To tap these ‘hidden talents’ and to showcase their creativity and ingenuity, a tissue mosaic contest was held at the Angeles District Jail. A trophy and cash prize awaits the winners. The criteria for judging were: 50% relevance to the human rights consciousness week’s theme; 30% originality and 20% creativity. Each winner explained their entry especially its relevance to the HR theme.

     Coinciding with the tissue mosaic contest was the donation of reading materials to the women inmates of the jail. Request for reading materials was one of the clamors of the women detainees during the visit of the Office in October 2012 and was realized during the HR consciousness week.

     As a gesture of their gratitude, the inmates prepared a dance number ‘gangnam style’ to the delight of everybody.

H. Human Rights Forum

     A post-human rights consciousness week activity was held at Diwa ng Tarlak, Tarlac City on December 13, 2012 initiated and facilitated by the Human Rights Officer of the Provincial Government of Tarlac.

     Present during the forum were members of non governmental organizations in Tarlac and Hacienda Luisita farmers.
