The Commission on Human Rights is set to launch on Monday, January 26, 2009 , at 9:30 in the morning, the “CHR Investigation Module of the Martus-based Executive Information System (EIS)”. The event will be held at the rights body's conference room.
Funded by the Asia Foundation, the system will enable the Commission to effectively monitor is investigation operations, track the status and progress of the cases and supply information for research and policy development. A presentation of the EIS features and capabilities will be demonstrated by the CHR's Information Technology (IT) experts No less than the US Ambassador to the Philippines , Her Excellency Kristie A. Kenney will be the Guest Speaker during the event.
“ At last, the long wait is over, and this indeed is a good development not only for the CHR but more so for its clients and stakeholders, “ this is what Chairperson Leila M. De Lima has to say when asked how she feels now that the CHR Investigation Module using the Martus system will be fully operational.
According to the Chief of the rights body, the formulation as well as the application of the CHR Investigation Module using the Martus System in fact has not been easy. “It underwent lots of mind boggling and series of research from the CHR IT Team who put their efforts together to come up with a friendly-user system in tracking down the human rights cases all over the country. The CHR has 15 Regional Offices, including the National Capital Region and two (7) sub-offices (CAR and CARAGA) nationwide.
Easy access to information and status of human rights cases using the CHR Martus-based system will definitely help solve the list of extra-judicial killings and disappearance cases filed before the independent constitutional body. As head of the 4 th Commission, Chairperson De Lima vowed to closely monitor the human rights complaints throughout the country and directed all CHR investigators, lawyers, information officers and the CHR Commissioners themselves to do the same. To ensure its effectiveness, seminars and workshops on the system were conducted in Davao and and Metro Manila, in cooperation with the Asia Foundation. More training activities are scheduled for CHR and NGO users with assistance of USAID. xxx
