The last member of the 4th Commission appointed, JOSE MANUEL SUBANG MAMAUAG was born August 19, 1961 in Iligan City.

Lawyer Mamauag has a BA Political Science Degree from Mindanao State University - Iligan Institute of Technology and took his Law Degree from the University of the East, College of Law .

He also attended and finished his Masters in National Security Administration (MNSA) in 2004 from the National Defense College of the Philippines .

He has undergone Human Rights and International Humanitarian Law Trainings, here and abroad, especially in Sweden 's University of Lund , Strasbourg Human Rights Training in France, Equal Opportunity & HR Commission of Australia, among others.

He was a former Parole Officer of the Board of Pardons of the Department of Justice, until his transfer to the CHR in 1990, and rose from the ranks: Legal Officer; Senior Legal Officer; Officer in charge of CHR Sub-Office and eventually CHR Regional Director for Western Mindanao for 16 years.

Attorney Maning Mamauag is married to Corazon Ventura Mamauag from Manila and blessed with 6 children (4 boys & 2 girls)
